Operating procedure for the STAR- UBB Fellowship program (closed call)

 

PREAMBLE

Following the model of world-class universities, Babes-Bolyai University in Cluj-Napoca (UBB) valorizes, within a Humboldtian paradigm assumed in its University Charter, all of the fundamental academic components: didactic (teaching/ learning), research, and services offered to the community/the socio-economic environment. According to this model, all academic components are grounded in research, which transforms them and makes them dynamic for the benefit of students and society. Thus, teaching is not limited to the traditional rendering of knowledge; instead, student-centered education refers to active teaching/learning (research-based learning, mentored research, critical thinking) through which the student has access both to knowledge and to how to generate it. Thus, the student is simultaneously transformed into a user and a creator of knowledge –becoming an active citizen with autonomy and dynamism in the social environment and engaging as a mentee of the professor/researcher in the act of knowledge production. Services to the community/ the socio-economic environment are not to be identified with the standard services offered by the socio-economic agents on the market; they are innovative, stimulating and thus boosting the socio-economic environment, and increasing the quality of community life.

PURPOSE OF THE OPERATING PROCEDURE

In order to support its world-class profile, UBB has set up the Institute for Advanced Studies in Science and Technology (STAR-UBB Institute). For achieving its mission, STAR-UBB, with support from the Scientific Council of the UBB (SC-UBB), launches the following programs for the years 2019-2020 within the project 33PFE/2018 (STRATEGIC INFRASTRUCTURE IN UBB IN THE CONTEXT OF THE DEVELOPMENT OF NEW AND EMERGING TECHNOLOGIES 2018-2020) won in the competition organized by the Ministry of Research and Innovation in 2018:

INTERNAL ADVANCED FELLOWSHIPS

Up to 40 Internal Advanced Fellowships, dedicated to supporting UBB’s Strategic Research Infrastructure and its integration into research-development-innovation and multidisciplinary didactic activities (rUBB Platform):

  • 16 fellowships dedicated to excellence in research-development-innovation activities (RDI);
  • 5 fellowships dedicated to excellence in innovation activity (targeting innovative services to the community, focusing on the innovation component of RDI);
  • 12 fellowships dedicated to the component of didactic excellence supported by scientific research;
  • 2 fellowships dedicated to the component of sport excellence supported by scientific research;
  • 5 fellowships dedicated to artistic/cultural excellence.

Calendar:
Fellowships are awarded in four competitions, organized between 2018-2020 / up to 10 fellowships in each competition;
The duration of each fellowship is two months and it must fall within the following timeframes:
In the year 2019
– 01.02.2019 – 01.06.2019
– 01.07.2019 – 01.11.2019
In the year 2020
– 01.02.2020 – 01.06.2020
– 01.07.2020 – 01.11.2020
In special cases, the duration of the fellowship can be extended up to three months without exceeding the initial financial allocation per month.

  • The call for the four competitions is launched in 2018 with the following deadlines:
    2019
    For the first competition (for the period from 01.02.2019 to 01.06.2019) and the second competition (for the period from 01.07.2019 to 01.11.2019):
    – Deadline for submission of applications: 15.11.2018
    – Deadline for the evaluation of applications: 26.11.2018
    2020
    For the third competition (for the period from 01.02.2020 to 01.06.2020):
    – Deadline for submission of applications: 10.01.2020
    – Deadline for the evaluation of applications: 30.01.2020
    For the forth competition (for the period from 01.07.2020 to 01.11.2020):
    – Deadline for submission of applications: 10.06.2020
    – Deadline for the evaluation of applications: 30.06.2020

Budget:
• The gross financial provision for each Internal Advanced Fellowship is 5800 RON, corresponding to a norm of 40 hours/month , granted through an individual employment contract/contract of service.
Terms of participation:

  • The competition is open for professors/research staff from UBB and from other Romanian institutions, who hold the title of doctor;
  • The application file must contain:

o CV, including the list of relevant academic contributions of the candidates; the candidates should highlight the contributions that are related to the type of fellowship targeted;
o Advanced Fellowship Project, up to 3 pages in free format, where the candidates describe their activities at STAR-UBB in accordance with the objectives and the mission of the Institute and the type of fellowship they are targeting. If the proposed activities are part of an ongoing research, the candidate should present the progress already made. The project will highlight the extent to which the rUBB infrastructure will be used/developed and/or integrated into complex research activities (RDI, didactic, cultural, or sports);

o Letter of acceptance from the RDI unit where the proposed research will be conducted. The letter must contain convincing evidence of acceptance of the candidate and the ability to support the project within the research unit. An advantage will be given according to the accreditation level of the RDI unit;

o In the case of equal academic contributions, for the fellowships associated with RDI activities and innovative services an advantage will be given to candidates on a “research trajectory” (cf. formal internal UBB definitions); similarly, for the fellowships associated with didactic, sports and artistic/cultural excellence an advantage will be given to candidates on a “teaching trajectory”. An advantage can be given to projects falling within the UBB Goes Green strategy;

The application files will be submitted by e-mail to Bianca Irimie (bianca.irimie@ubbcluj.ro) – Center for Research Management (CMCS), within the specified deadlines

The Board of the Scientific Council will evaluate the applications (SC-UBB Board) (considering the CV/academic contributions and the project proposal).

 

Expected results:
Each Internal Advanced Fellowship beneficiary will give at least 2 conferences/seminars/workshops/presentations on the project, that will be promoted/disseminated through the STAR-UBB Institute.

At the end of the fellowship, each beneficiary will submit a report to the SC-UBB (maximum 2 pages) presenting the impact of the scientific results and the extent to which the results have contributed to the development of UBB’s research infrastructure capabilities in the area of new and emerging technologies2

EXTERNAL ADVANCED FELLOWSHIPS

  • Up to 40 External Advanced Fellowships, dedicated to supporting UBB’s strategic research infrastructure and its integration into RDI and multidisciplinary didactic activities (rUBB Platform);
  • The fellowships are awarded in four competitions, organized between 2018 and 2020/ up to ten fellowships in each competition;
  • The duration of each fellowship is one month, and it must fall within the following timeframes:

In the year 2019

– 01.02.2019-01.06.2019

– 01.07.2019-01.11.2019

   In the year 2020

– 01.02.2020-01.06.2020

– 01.07.2020-01.11.2020

In special cases, the duration of the fellowship can be extended to three months, without exceeding the initial financial allocation per month;

  • The gross financial provision for each External Advanced Fellowship is a maximum of 8400 RON (including travel, accommodation, per diem) to be granted through a contract of service, and the beneficiary must be present at UBB at least one week (40 hours/month) during the competition;
  • The call for the four 2019-2020 competitions is launched in 2018 with the following deadlines:

For the first competition (for the period from 01.02.2019 to 01.06.2019) and the second competition (for the period from 01.07.2019 to 01.11.2019):

–  Deadline for submission of applications: 15.11.2018

–  Deadline for the evaluation of applications: 26.11.2018

2020

For the third competition (for the period from 01.02.2020 to 01.06.2020):

–  Deadline for submission of applications: 10.01.2020

–  Deadline for the evaluation of applications: 30.01.2020

For the fourth competition (for the period from 01.07.2020 to 01.11.2020):

–  Deadline for submission of applications: 10.06.2020

–  Deadline for the evaluation of applications: 30.06.2020

 Terms of participation:

  • An RDI unit from UBB can nominate at each of the four competitions up to three excellent foreign professors/ researchers for a fellowship. Also, the SC-UBB Board can directly make three proposals in RDI fields considered strategic for UBB;
  • The application file must contain:
    • CV and list of relevant academic contributions of the candidates;
    • The Advanced Fellowship Project, consisting of up to three pages in free format, where the candidates/ collaborators form UBB describe the activities to be carried out in the RDI unit within the STAR-UBB Institute, meant to facilitate the RDI activity in the nominating unit; if the proposed activities are part of an ongoing research, the application should present the progress already made.
    • The nomination from a RDI unit (or the SC-UBB Board, where applicable), including an explanation of the extent to which candidates will contribute to the development and valorization of the rUBB infrastructure, in the interest of RDI;
    • An advantage may be given to the projects that fall within the UBB Goes Green strategy  and / or where the collaborator from UBB chose the research trajectory;

The SC-UBB Board will evaluate the applications (taking into account the CV/ academic contributions, the project and prestige of the international university/ RDI unit). The SC-UBB will analyze and vote the three proposals of the Board.

Expected results:

Each beneficiary of the External Advanced Fellowship will give at least 2 conferences/ seminars/ workshops/ presentations on the project, which will be promoted/ disseminated through the STAR-UBB Institute;

At the end of the fellowship, each beneficiary will submit a report to the SC-UBB (maximum two pages), presenting the impact of the scientific results and the extent in which they are in line with the proposed project.
